Are you able to Thin Provision iscsi live targets (not backups) ?

One would use this in a service provider model to over-commit space to users. Please let me know if you need clarification.

It depends on which type of target that you created.
As for Standard Image File (use sparse file) target and Virtual Hard Disk (Dynamic Expanding) target, they support that.
