I reloaded the servers with 2003 x64 R2 and was able to create a raid device with no problems. Did I miss something on the 2008 server setup that was stopping the creation?

Have you tried it with IP authentication instead of CHAP? I was seeing something very similar, with connections refused, using CHAP from Windows 7 machines but no connection issues with IP authentication.
