How does authentication inheritance work?

I was having major issues with CHAP authentication:

My MS Windows 10 iSCSI initiator kept logging in with Guest account.
Any change to other users was refused.
Once I removed the Guest account altogether, I could no longer login to server.
Only after I unchecked "Inherit security roles from global settings" in the target properties, was I able to log in as the user I wanted.

So, how do I set "global settings" CHAP authentication?

Inherit from global is some different, maybe you have create user for CHAP authorization, however, users must be put to a group then can be used for global authorization.
