Slow file copy and locks?

iStorage server 2.30 host with noname server i7 CPU 8 GB RAM. Windows 2008 R2 all updated. When big file copy some time copy OK very fast then slow slow slow and some time lock. If ran disk benchmark it run good but read shows only 40-50 megabyte second. Every time different. Other vendor isCSI target Windows work very well but very expansive. Linux iSCSI target cost zero but we want sapport. We have no big money and cannot afford expansive soft. But we goverment organization and cannot use crack soft well. Help?

Did you test the coping large file in one computer? (the target and initiator is in the same computer)
